NETCONG PLANNING BOARD RESOLUTION #2026-01
RESOLUTION OF THE PLANNING BOARD OF THE BOROUGH OF NETCONG RATIFYING AND AUTHORIZING THE AWARD OF CONTRACTS FOR PROFESSIONAL SERVICES
DECIDED: March 11, 2026 ADOPTED: March 11, 2026
WHEREAS, the Planning Board of the Borough of Netcong will require professional services for legal, planning, and engineering services; and
WHEREAS, the above-mentioned services can be performed adequately and effectively by Richard Brigliadoro, Esq., of the law firm Weiner Law Group, LLP; Elizabeth Leheny, AICP, P.P., of the firm Phillips, Preiss, Grygiel, Leheny, Hughes, LLC; and Denis Keenan, P.E. of the firm French & Parrello Associates, LLC;
WHEREAS, the Borough Treasurer attests to the availability of funds for these services from the general revenues of the Borough of Netcong; and
WHEREAS, the Local Public Contracts Law, N.J.S.A. 40A:11-5 permits a contract for professional services to be awarded without the need for competitive bids; and
WHEREAS, N.J.S.A. 40:11-5 requires that the award for professional services be publicly advertised;
NOW THEREFORE, BE IT RESOLVED by the Netcong Borough Planning Board, County of Morris, and State of New Jersey, as follows:
The Chairperson and Secretary of the Planning Board are hereby authorized and directed to enter into contracts with Richard Brigliadoro, Esq., of the law firm of Weiner Law Group, LLP, for legal services for the period of January 1, 2026, through December 31, 2026, in accordance with the contracts made a part hereof; Elizabeth Leheny, AICP, P.P., of the firm Phillips, Preiss, Grygiel, Leheny, Hughes, LLC, for planning services for the period of January 1, 2026 through December 31, 2026; and Denis Keenan, P.E. of the firm French & Parrello Associates, LLC, for engineering services for the period of January 1, 2026 through December 31, 2026, in accordance with the contracts made a part hereof.
These contracts for professional services are entered into pursuant to the non-fair and open process in accordance with N.J.S.A. 19:44A-20.5 et seq.
A copy of the resolution will be posted on Netcong Borough’s website at www.netcong.org within 10 days of passage.
